One Direction Album Art, Release Date Announced


Note to a large segment of the general public: purchase ear plugs on November 13. You will need them.

One Direction has announced that its new album, "Take Me Home," goes on sale that date, while the group has also released the adorable cover art for the CD and confirmed that the first track off it, "Live While We're Young," will debut on October 1.

It's already available for pre-order, as One Direction members themselves hyped in this video.

One Direction is also scheduled to perform at the MTV Video Music Awards next Thursday, September 6.

So, okay, older folks: you may wish to purchase the ear plugs a couple months early. Expect some serious screaming to emanate from living rooms across the nation.

The Rutgers-Tulane football game will be played Saturday night in the Superdome, only days after Isaac swept across the New Orleans area with hurricane-force winds.

"We have concluded it is not only appropriate to move ahead with this event but essential to show the nation the resolve and resiliency of our community when faced with enormous adversity," Tulane athletic director Rick Dickson said Thursday.

The Superdome sustained only superficial damage to surrounding signs, banners and landscaping.

Doug Thornton, an executive with SMG, the company that manages the state-owned Superdome, said the stadium never lost power and its roof never leaked. He noted key Superdome personnel were returning to work Thursday to get the stadium ready to host college football.

Although the dome was in good shape Wednesday night, Tulane officials waited on a final decision to play until evaluating the condition of the community and confirming the airport would be ready for Rutgers' charter flight on Friday.

Louis Armstrong International Airport lost power during the storm, which came ashore Tuesday night and lingered in south Louisiana as both a hurricane, then later as a tropical storm, throughout Wednesday. The airport also was closed to commercial air traffic on Thursday.

On Thursday morning, Dickson consulted with officials from the city, the Superdome, Rutgers and the CBS Sports Network, which will televise the game nationally.

The Tulane football team left New Orleans for Birmingham, Ala., on Monday and practiced at Samford. The team planned to practice there again Thursday before returning to New Orleans.

The game will mark the end of an eventful first week of the regular season for new Tulane head coach Curtis Johnson, who is used to such weather-related disruptions. Johnson grew up in the New Orleans area and spent the past six seasons as wide receivers coach for the New Orleans Saints.

He joined the Saints the season after Hurricane Katrina hit. He was with the team when they left their suburban New Orleans headquarters and practiced in Indianapolis during Week 1 of the 2008 season while Hurricane Gustav came ashore in south Louisiana.

Isaac has impacted other Louisiana teams.

It caused the postponement of Thursday night's game in Shreveport between Texas A&M and Louisiana Tech. That game was called off on Tuesday, hours before the storm made landfall, and was rescheduled for Oct. 13, when both teams had an open date.

Also, Nicholls State ? located in Thibodaux, about 60 miles southwest of New Orleans ? has postponed its season opening trip to Oregon State this weekend. The team was scheduled to fly out of New Orleans on Friday for the contest in Corvallis. Officials are working on rescheduling the game.

LSU officials were still trying to decide on Thursday whether the third-ranked Tigers could host their season opener Saturday night against North Texas.

LSU's campus had power and classes were set to resume on Friday, but tree and power line damage left many without power in areas surrounding Baton Rouge, and university officials were consulting with area authorities to determine whether the community could handle a game drawing in excess of 90,000 fans to campus.

Small Business Takes Center Stage at Republican Convention : The ...

This election season, the candidates have tussled over who's the bigger champion of small business?so perhaps it's fitting that a small business-owner took the stage Tuesday to champion one of them.

Introducing a Family Business

Jack Gilchrist, owner of New Hampshire's Gilchrist Metal Fabricating, told the delegates at the Republican National Convention about how his father borrowed against the family's home some 30 years ago to buy the machinery needed to start the business.

Sen. Kelly Ayotte introduced the silver-haired Gilchrist as "the face of small business in America."

?Three generations of his family have used their own hands to build Gilchrist Metal Fabricating,? Ayotte told the crowd of some 20,000 at the Tampa Bay Times Forum. ?It?s a true family business." (Gilchrist's son?the third generation?also works for the family firm.)

She said Gilchrist is exactly the type of person who would benefit from presidential nominee Mitt Romney's initiatives to ?get the federal government out of ? small business? as well as ?fight to lower and simplify taxes,? and ?eliminate job-killing red tape.?

Jumping on the Republican Platform

Gilchrist became a minor celebrity about seven weeks ago when he appeared in a pro-Romney video spot called "These hands," referring to an out-of-context quote from President Barack Obama: ?If you?ve got a business, you didn?t build that. Somebody else did that.? In the spot, Gilchrist asks ?My father?s hands didn?t build this company? My hands didn?t build this company? My son?s hands aren?t building this company? ?Through hard work and a little bit of luck, we built this business. Why are you demonizing us for it?? (Romney stopped by Gilchrist Metals during a swing through New Hampshire in January.)

An Election Theme

"We built it," of course, has become a major Republican convention theme.?But New Hampshire's Union Leader newspaper reported that Gilchrist has taken advantage of millions of dollars of government loans and contracts. Among them: A U.S. Small Business Administration loan in the late 1980s, totaling ?somewhere south of? $500,000, plus matching funds from the federally-funded New England Trade Adjustment Assistance Center. In 1999, the company received $800,000 in tax-exempt revenue bonds issued by the New Hampshire Business Finance Authority. In 2008, Gilchrist Metal received a $5,600 Coast Guard contract, followed last year by two U.S. Navy sub-contracts totaling about $83,000.

Gilchrist said of the benefits: ?I?m not going to turn a blind eye because the money came from the government. As far as I?m concerned, I?m getting some of my tax money back. I?m not stupid, I?m not going to say ?no.? Shame on me if I didn?t use what?s available.?

A Small Business Owner in the Spotlight?

Gilchrist arrived in Tampa Monday and started preparing. He told the Nashua Telegraph he spent most of the time prepping for primetime, learning where to stand and which cameras to look at.

He said his one condition for speaking was that he be allowed to "be himself."

?I don?t want to be told what to say, or how to dress, or stuff like that,? Gilchrist said.

Onstage, he told delegates of his company: "We employ about 40 people, most of them families. Though we have enjoyed success, we face more global pressure every day."

He quoted former Chrysler CEO Lee Iacocca: "Lead, follow or get out of the way," accusing?Obama of not leading and, referring to complicated federal regulations, not getting out of the way.

"This administration is killing us out there," Gilchrist said in his speech. "We need a leader who understands the entire spectrum of business and industry."

New life for decades-old Wis. cheddar blocks

MILWAUKEE (AP) ? A recently discovered block of eastern Wisconsin cheddar cheese that dates back to the Nixon presidency will be sold for $10 per ounce.

Edward Zahn, 73, was in Z's Cheese Shoppe's walk-in cooler last month, preparing to shut down his Oconto store. He pushed aside stacks of cheese to reveal several wooden boxes that had been overlooked for years.

Inside were blocks of unintentionally aged cheddar ? 28, 34 and 40 years old ? that, some experts say, might comprise the oldest collection of cheese ever assembled and sold to the public.

"It just got overlooked," Zahn told the Wisconsin State Journal of the 40-year-old cheese. "It looks just like the others except it's just a lot sharper. It's got character."

Ken McNulty, who owns the Wisconsin Cheese Mart in Milwaukee, bought about 20 pounds of the 40-year-old cheddar and 120 pounds of 34-year cheddar. He declined to reveal the price he paid.

Cheese is often sold by the pound, but McNulty plans to sell the oldest cheese by the ounce so more people can get a taste.

"Because there's so little, we didn't want to sell blocks of it on the Web," he told The Associated Press. "We just wanted people to sample it."

He said an ounce would be just enough for two people to nibble on. He suggests sampling the vintage cheese by itself, not with a cracker or other food that would compete with the flavor.

He said he found out about the cheese when Zahn's son called, told him his father was closing up shop and offered to sell some inventory. McNulty, long a fan of Zahn's cheesemaking expertise, said he wanted everything.

McNulty sampled the 40-year-old and 28-year-old blocks, pleasantly surprised that the milk in the cheese hadn't soured. He still hasn't tried the 34-year-old cheese, and acknowledges that he can't assume it will be edible. He plans to cut it open on Oct. 6 as part of a cheese-tasting event at his store.

Wisconsin, the nation's leading cheese producer, last made headlines for aged cheese in 2010 when Tony Hook, the co-owner of Hook's Cheese Co. in Mineral Point, sold 1,600 pounds of 15-year-old cheese for $50 per pound. Cheese connoisseurs described that cheddar as mature, rich, smooth and decadent.

So what does cheddar taste like when it's been sitting around since 1972, the year "The Godfather" was released and when gas was 55 cents per gallon?

"If you get a piece close to the outside, it's all crystallization, so it's crunchy like Corn Flakes," McNulty said. "As you get closer to the interior, it's creamier and overwhelmingly sharp."

New Orleans mayor says levees, pumps withstood Isaac

New Orleans mayor Mitch Landrieu says he hopes the worst for the city is behind it a day after Isaac's winds and rain came through.

At a Thursday news conference, Landrieu said the city's levees and pumps have held up as Isaac stormed through, seven years after Hurricane Katrina devastated New Orleans.

A dusk-to-dawn curfew was issued for the city Wednesday and Police Superintendent Ronal Serpas says three people were arrested and three others were issued court summonses for curfew violations. Landrieu says the city will decide later Thursday whether to keep the curfew in place.

Serpas also said police have responded to 16 "looting events," 13 of which resulted in arrests.

TiVo Stream transcoder officially set to go on sale September 6th

A bit of early access for pre-orders blew the surprise, but TiVo has officially announced that its Stream transcoder device will hit stores on September 6th. Priced at $130 the feature set should be familiar by now: plug it into a home network that also has a TiVo Premiere series DVR connected to it, and it takes in live or recorded programming and reformats it for viewing on a mobile device. Currently those mobile devices are limited to the iOS family, but TiVo says Android access is coming. According to the company, the Stream is the first device to allow streaming and recording to as many as four devices without interrupting what's currently being viewed on the TV.

Comparing it to the others, live streaming or VOD in and out of the home on mobile devices is a feature several cable / satellite companies offer, Dish Network has tight Sling integration for streaming in multiple locations, and both DirecTV's Nomad and the Monsoon Vulkano boxes do place-shifting, the a combination of features plus a familiar TiVo UI puts the Stream in the lead, at least on paper. Gene Grant: Abroad in New Mexico

The start of the college school year is upon us. And that means money is being spent?on housing, on electronics, on school books and furniture.

Imagine you are an international student coming in from India, China, Mexico, South Korea or Germany. (Those are, in order, the top five countries sending students to New Mexico.) Preparation for the semester is more complicated and expensive for those families.

Add up all this kind of activity nationwide, and some serious cash is being dropped by international students. The competition to attract them is fierce due to the enormous financial and cultural largesse they bring to campuses and cities.

More than $20 billion was added to this nation's economy last year from spending by foreign students and their families.

Incoming University of New Mexico president Dr. Bob Frank gets this. During his initial swing through town, he made sure to mention the need for more international students is at the top of his list. We would be well-served to listen because with a vigorous, strategic and culturally appropriate five- to 10-year plan, this city could see a profound tweak in its makeup inside a generation.

If I told you the economic impact of international students is $55 million statewide, you might think that's pretty hot. Compare that sum to other states, and it starts to look paltry.

Here's the bad news: We are 41st in the nation in snagging international students. There is a lot of room to grow, clearly.

More than $20 billion was added to this nation's economy last year from spending by foreign students and their families, according to the Association of International Educators in its annual Open Doors report. Since no one can seem to agree on a formula, there are estimates out there that suggest $20 billion could be an undercount?a big one.

Frank has been witness. Ohio, where he worked at Kent State, ranked No. 8 nationwide and took in more than $662 million.

In the last academic year, New Mexico had 2,724 international students statewide, with UNM hosting 1,013 and NMSU hosting 1,162.

By comparison, Kent State had 1,503, but as many as 24,709 went to Ohio.

Inside the numbers is a troubling problem: The Land of Enchantment has been trending downward. Nationally, most states are seeing an increase in international students as their numbers in the U.S. have been rising overall. But New Mexico saw a 6 percent decline last year.

There could be a variety of reasons, but what should be clear is the international marketplace is not buying what we are offering. That's an indictment in a global economy.

I think Frank knows this. In order for UNM to maintain viability as an institution, there's an expectation of a bigger international presence. During my interview with Frank on KNME, he proposed to add 800 more international students, putting us in line with modern trends.

But inside that goal is the ultimate challenge: How a university does or does not serve its visiting student body is fantastically complicated. It's hard for these students. Universities previously thought offering a student volunteer and a counselor would be enough, but the isolation, alienation and depression that can sneak in are often unseen problems.

International students cite a loss of social status as a major contributing factor in surveys. A lot of these visitors were popular back home, and American indifference takes a toll. Those surveys also reveal not nearly as much social interaction with classmates as you might expect. This will need attention.

The good news is there are opportunities for UNM. It's interesting to note that Mexico commands 10 percent of our international student makeup, a stout percentage compared with almost every other state. Arizona, for obvious reasons, has seen that number plummet to 4 percent.

India, UNM's top country for students at 16.7 percent, dropped a percentage point nationwide last year. So what are we doing right? Germany, our No. 5, does not register anywhere else in the Southwest and is only 12th nationally. What are we offering German students?

The number of Chinese students in the United States is climbing, too. Last year, they were nearly a quarter of the international student population. Chinese students make up 15 percent of international students at UNM, second to Indians. This number will surely rise. Are we prepared?

Sure, it will take resources for New Mexico to draw more international students. But if the regents can jump on this opportunity, the return on investment is without question.

This is an opportunity for the city, too. We could see a period soon where some of our immigrant communities that have gained a toehold in the International District suddenly take on a new value. These communities are a critical part of the infrastructure necessary for international students? social and academic success.

We have the pieces. Some may need work, but if Frank can stitch this together, we will all benefit.

Oil prices slip as Isaac mostly spares platforms

Brent crude oil slipped to $112 on Wednesday as Hurricane Isaac, which hit land in Louisiana, left U.S. Gulf Coast oil production facilities without significant damage.

U.S. energy companies have shut most facilities in the Gulf of Mexico, as a precautionary measure, cutting the region's oil output by more than 90 percent.

An unexpected rise in U.S. crude inventories and data showing weakening U.S. consumer confidence added to bearishness, although lingering tensions in the Middle East supported prices.

Brent crude oil futures for October fell more than $1 per barrel to a low of $111.50 before recovering to around $112 by 1210 GMT. U.S. crude was down 70 cents at $95.60.

"It is expected that oil production in the Gulf of Mexico will quickly return to normal," said Carsten Fritsch, an oil analyst at Commerzbank in Frankfurt. "What is more, inventory data from the United States were disappointing."

Worries about supply disruptions resulting from the hurricane on Monday pushed Brent to a high of $115.50 per barrel, while NYMEX futures hit a peak of $97.72. Brent has risen around 6.5 percent so far this month while U.S. oil has gained 8.5 percent, its biggest monthly rise since February.

Isaac has brought high winds and soaking rains to southern U.S. states, posing the first test for multibillion-dollar flood defences put in place in New Orleans after Hurricane Katrina devastated the U.S. Gulf Coast seven years ago.

Concerns over the global economy and uncertainty about the?Federal Reserve's monetary policy were also muddying the outlook for oil demand, adding to pressure on prices.

While data showed U.S. home prices rose in June for a fifth straight month, another measure of U.S. consumer confidence slipped to a nine-month low in August as Americans were more pessimistic about business and labor market prospects.

Clues to whether the?Fed is leaning towards more stimulus are expected from Chairman Ben Bernanke in a speech on Friday at an annual meeting at Jackson Hole, Wyo. Bernanke has used the event in the last two years to indicate the Fed's policy intentions.

Oil prices also came under pressure from an unexpected rise in U.S. crude oil inventories, according to a report from the American Petroleum Institute (API).

U.S. crude oil stocks rose 5.5 million barrels last week, against expectations for a 1.5 million-barrel drop.

Tensions in the Middle East, the world's biggest oil-producing region, has also supported oil prices.

Iran, in dispute with Western nations over its nuclear program, said it had no plans to show its nuclear sites to diplomats visiting Tehran for this week's Non-Aligned Movement summit, despite an earlier offer.

Adding to investor uncertainty are mixed signals from policymakers on a White House plan to release some U.S. strategic reserves to rein in rising prices.

Analysts say the White House could use the disruption of Gulf of Mexico production as a reason to release some oil into markets. But such a move would be controversial. The head of the International Energy Agency has voiced strong opposition to any use of emergency oil stocks unless there is a supply shortage.

Reuters monthly oil price poll, based on forecasts from 28 analysts, shows analysts have raised their oil price forecasts for this year and 2013 due to supply concerns and to expectations for a further round of monetary policy stimulus.

The poll projects Brent at an average of $109.50 in 2012, up $1.20 from the July poll. For 2013, Brent is forecast to average $107.20 a barrel, a rise of 70 cents from July.

NBC's Lester Holt reports from New Orleans, La., where the levees and systems of pumps are holding up against Hurricane Isaac. There was an overtopping towards the Gulf, but there has not yet been a breach.

TODAY? in our weekly column I will continue to look at how entrepreneurs manage their businesses and specifically I will look at business cash management.

In the definition of cash I will restrict it to the currency in this context and to some extent I will look at money held in a business current account.

Cash is an asset and liquid for that matter. Its availability in business is essential in day-to-day operations.

And because of this, its management in a business requires more attention and its total control is very much desirable.

A loose usage of this essential asset in business will not translate well in business managing.

? A tight noose around this desirable assetin a business will do well.? As you must be aware every small business must maintain a business current account at a preferred bank.

Business current account is very essential to any small business because of the flexible conditions attached to it.

A current account allows unlimited deposits and withdraws in a day and the operation of a cheque book is necessarily for business transactions.

? However, today we look at how a small business manages its cash more especially in the absence of an accountant.

? As you must also be aware, a small business cannot afford to employ a qualified accountant because its financial standing cannot allow it, in short a small business cannot meet the salary obligations of a qualified accountant although this can be argued.

? Managing cash in a small business with no proper cash control procedures in place, exposes it to being misused.

? In my research conducted over several small businesses, financial indiscipline in a way cash was misused, was found to be rampant.

The golden rule method of taking money received in a business whether cash or cheques regardless of its source to a bank and equally using cheques for payments is not fully followed by small businesses.

? Most of them, when cash is received it is applied to other several uses? even? before it is taken to the bank.

Sometimes the expenses analysis is written on the piece of paper not supported by vouchers very? difficult to?? trace? the records.

And in this case, it becomes very difficult for a business to account for the usage of such cash.

The proper maintenance of cash records will give a business a clear cash flow procedure? and enables a business owner to make proper informed decisions.

? The essence of maintaining businesses current accounts at the bank isto ensure that the business funds are properly safeguarded and this way a business is given chance to properly account for its resources prudently? Cash is universally desirable and therefore it must be safe guarded prudently to enable its usage? is restricted to business operations.

? Sometimes the cash is misapplied because of the power that is invested in business owners; if discipline is instilled in them things can change for the better.

A small business should assign responsibilities to a trusted employee who should receive cash or cheques and prepares them for depositing at the bank.

However, on the other hand, control of cash disbursements is accomplished by ensuring that, substantially, all cash payments are made by cheques.

Voucher system is an additional safe guard over disbursement.

A business should ensure that when cash is withdrawn from a business current account, the cash disbursed is fully supported by vouchers fully approved by responsible official in a business set up.

In my research,? I discovered that most SMEs do not use a petty cash fund to disburse payments for small payments, instead, cash is used to make all kinds of payments whether big or small.

In this case a business is compelled to withdraw a substantial amount of money in a day to make such type of payments.

The important thing to do here is to ensure that every cash payment made is supported by an approved voucher and this must be taken very seriously by powers that be.

And these vouchers must be filed away properly as source documents.

This will enable a consultant to prepare books of accounts.

Mind you, even a small business must file tax returns to the Government supported by yearly financial statements.

Therefore,? proper financial records must be kept at the business premises.

However , a business that properly follows? a golden method rule can use a petty cash fund to disburse small payments, while? at the same time making big payments through cheques.

Petty cash must be establised? and one trusted employee be assigned to operate this cash.

When management establishes the amount to be used, that money is turned over to the appointed person and operates by way of vouchers, each voucher, when approved removes the money from the petty cash until the balance is depleted and the amount is replenished by total vouchers approved.

Cat videos get their moment at Minn. film festival

(AP) ? Warning: This is a story about online cat videos. If you're among the seemingly tiny minority of the general population not interested in watching a 1-minute clip of a cat in a T-shirt pounding on a keyboard, then move along.

For everyone else, a new measure of respectability is looming for an Internet pleasure that is both massively popular and, for some people, a bit embarrassing. The Walker Art Center, a well-regarded museum of modern art in Minneapolis, on Thursday is presenting its first "Internet Cat Video Film Festival" to showcase the best in filmed feline hijinks.

With about 70 videos over 60 minutes, the Walker is mounting a social experiment as much as a film festival. At issue is whether cat video lovers used to gorging on the clips in the privacy of their homes will do so in public ? an online community of fellow aficionados interacting face to face for the first time.

"It is a cultural phenomenon that raises some interesting questions," said Katie Hill, the Walker program associate who first suggested the festival.

But Hill, a self-described "art historian and cat lady," was quick to add: "I'm not a behavioral psychologist, I'm not a sociologist. I just think they're funny and cute, and I think a lot of other people do too."

The numbers bear it out. Some of the classics of the form have racked up tens of millions of YouTube page views. The aforementioned "Keyboard Cat" posted 26.3 million page views since it was posted in 2007. A 30-second clip titled "Very Angry Cat" ? can you guess the plot? ? has 78.5 million page views since 2006.

"Some you just watch over and over and over again," said Angie Bailey, a cat blogger and owner from Chisago City, Minn., covering the film festival for the website Catster.com. "When you want to laugh and feel good it's sort of an escape from what happens in the real world."

Walker programmers got about 10,000 submissions for the festival after initially expecting several hundred. They whittled that down to the 70 videos to be shown on an outdoor screen on the museum's grounds.

Afterward, festivalgoers will be able to vote online for a "Best in Show" award. In addition, the Walker programmers picked a "Golden Kitty Award" to be bestowed at the end of the night.

"The Walker has advised, if you bring your cat put it on a leash," said Josh Feist, a Minneapolis arts administrator who planned to take his cat, Pickles, to the show. "It could be potentially crazy if there are hundreds of people who bring their cats. It will be interesting to see what develops."

Health costs?more worrisome than reform

Republicans and Democrats have made their political and ideological?stance on President Obama's health care law a key part of their respective campaigns. But recent data suggests that Americans are preoccupied with the more practical matter of how much it will cost them to get the care they need.

Experts say?the focus on pocketbook issues reflects both the nation?s preoccupation with household finances amid the difficult economy, and the fact that the Affordable Care Act is poorly understood.

?People don?t think about the nation?s health care costs,? said Mollyann Brodie, senior vice president for public opinion and survey research for the Kaiser Family Foundation. ?They?re not thinking about the total amount the nation is spending on health care. What they think about is the price they pay, the price coming out of their paycheck.?

Brodie noted that it?s been hard for either opponents or proponents of the Affordable Care Act to explain how the big health care reform program will affect people?s individual health care costs.

That's partly because the effect will be very different depending on what kind of health insurance, and health care needs, you have. And it's made more complicated because many provisions of the law aren?t set to take effect until 2014 or later.

Also, although people may have deep partisan feelings about whether such a plan is necessary, in their everyday lives they?re more concerned with how they can afford the health care they need.

?When you ask them what bothers me, what bothers me is I can?t afford the premium,? she said.

A Kaiser Family Foundation survey conducted this month finds that even among Republicans, health care costs are a bigger health-related concern than any issues they might have with "Obamacare."

The Kaiser survey of about 1,200 Americans found that 67 percent of Republicans said the cost of health care and health insurance was either extremely or very important when choosing a president, while 61 percent said Medicare was the top health care issue in choosing a president.

A smaller number of Republicans, 54 percent, said the 2010 health care law that has been such a hot topic of political debate was extremely or very important to their decision. Romney, the Republican presidential candidate, has vowed to undo many aspects of the law if elected.

Among Americans of all political affiliations, health care cost also ranked as the most second worrisome economic issue, right after jobs, in the Kaiser survey.

A separate Gallup survey also showed that health care costs remain a top worry among American workers as well. It found that American workers are more worried about getting their benefits cut than about having their job eliminated, despite an unemployment rate that is above 8 percent.

The Gallup poll of about 500 working adult Americans, which also was conducted in early August, found that 40 percent?were worried that their benefits will be cut, while 28 percent were worried about losing their job.

Paul Fronstin, director of the Employment Benefit Research Institute?s health research and education program, said it?s no surprise that Americans are so concerned about the cost and availability of benefits. Fronstin noted that health care costs have been rising for years. That?s left many?employees either being asked to contribute more toward the cost of their care, or finding that their employer simply doesn?t offer a plan they can afford.

?Benefits have been eroding. We have seen deductibles going up, and we have seen copayments going up,? he said.

The Gallup survey has for years shown that Americans are most worried about benefit cuts. But the concern spiked when the economy began to falter. Perhaps surprisingly, it has continued to outpace fears of a job loss even as millions of Americans have lost their jobs.

These days, Fronstin said many people may feel like they made it through the recession and therefore don?t have to be as worried that they will lose their job. Yet they still may worry that their employer will continue to ask them to pay more for health care, and they may wonder how they will swing that added cost.

?People are starting to get over that (fear that) they?re going to lose their job because the unemployment rate has been coming down, even slightly,? he said. ?But it doesn?t make them feel better about their benefits.?

Iraq executes 21 in single day

Iraq has executed 21 people convicted of terror-related charges, including three women, on the same day, a justice ministry spokesman said on Tuesday.

"The justice ministry carried out 21 executions against those condemned of terrorist charges, including three women terrorists," Haidar al-Saadi said in a text message. He did not give any further details.

A justice ministry official said the executions were carried out on Monday morning.

Amnesty International in June condemned the "alarming" increase in executions in Iraq, which had at that point put at least 70 people to death this year, more than all of 2011.

Iraq has carried out several mass executions in 2012, including one in which 14 people were put to death on February 7, and another in which 17 were executed on January 31.

UN High Commissioner for Human Rights Navi Pillay expressed shock earlier this year at the number of executions, criticising the lack of transparency in court proceedings and calling for an immediate suspension of the death penalty.

Overtaxing: The FCC's Broadband Tax | Policy Interns

In April, the Federal Communications Commission (FCC) filed a request?for comments on a proposal that would effectively place a tax on broadband Internet service.? This move has largely flown under the radar, but fortunately, people have begun to take notice.? Obviously, a tax on broadband Internet service would have a large impact across the country, including affecting basically every person reading this article.

Under the Telecommunications Act of 1996, the FCC can require ?every telecommunications carrier that provides interstate telecommunications services? to contribute to the Universal Service Fund (USF), as well as ?any provider of interstate telecommunications? if the public interest so requires.?? This provision is applied to telephone service providers.? The USF has been used historically to promote the extension of telephone service to rural areas, by requiring larger contributions from urban providers, and paying out to rural providers.?

This, historically, has not applied to Internet providers, although Internet phone and voice communications services have been included within the Act.? Broadband providers could arguably qualify as ?telecommunications providers? under the definitions in the Act, and could be required to pay into the USF if ?public interest so requires.?? This payment would then be passed along to the consumers, effectively, though not technically, taxing them for broadband service.

The FCC would use these funds to extend broadband coverage to a larger number of areas, almost certainly in the same manner they use the USF to extend phone service to rural areas. This would mean higher broadband prices for people living in urban areas.

This would appear to be arguably within the FCC?s authority, but a few recent developments make it a bit more complicated.? In the recent ObamaCare opinion, the Supreme Court has now established a ?if it looks like a duck, and quacks like a duck, it must be a duck? approach to determining whether fees are actually taxes; this may be the new norm.?

If this is the case, the FCC runs into two main problems.? First, they have not been granted the power to tax.?
