Deformed otter penises a concern for humans

Scientists are concerned about the deformed sex organs of England's otters ? and what it might mean for humans.

The furry mammals are found in rivers throughout Britain, but male otters aren't what they used to be. An alarming number of them now have shrunken penis bones (baculum), as well as undescended testicles (cryptorchidism) and cysts on sperm-carrying tubes, according to a new report written by Cardiff University scientists.

The results are based on analyses of samples from 755 otter carcasses collected around England and Wales between 1992 and 2009.

"We were surprised to see the reduction in the baculum weight," Elizabeth Chadwick, project manager at the Cardiff University Otter Project, told the BBC. "(It's) certainly something that needs further investigation."

Though scientists aren't yet able to identify a single cause for the deformed sex organs, one leading suspect is a class of chemical pollutants known as endocrine disruptors.

Endocrine-disrupting chemicals?(EDCs) alter the hormone balance of humans and animals. An unborn fetus is particularly vulnerable to the effects of endocrine disruptors, since the development of sex organs in the womb is largely controlled by hormones such as testosterone and estrogen.

The plastic additive Bisphenol A, or BPA is one hormone disruptor that's consistently been cited as a concern for women of childbearing age and their babies. Other endocrine-disrupting compounds are found in pharmaceuticals, pesticides and other common household products.

Though scientists are still sifting through the evidence, there are many researchers who believe the prevalence of endocrine disruptors might be linked to a worldwide drop in sperm quality and quantity in humans. [Sexy Swimmers: 7 Odd Facts About Sperm]

As the top predator in England's rivers and lakes, the BBC reports, otters are an indicator species whose health reveals much about the well-being of the entire aquatic ecosystem. Health problems discovered in otters, Chadwick said, "could be a warning for all mammals really, which include us humans."

"These findings highlight that it is time to end the complacency about the effects of pollutants on male reproductive health, particularly as some of the effects reported in otters may be caused by the same EDCs that are suspected to contribute to the declining trends in men's reproductive health and cause testicular cancer, undescended testes and low sperm count," Gwynne Lyons, director of Chemicals, Health and Environment Monitoring Trust (CHEM), which co-authored the report with Cardiff University, said in a statement.

Alliance in Focus as Japan PM Meets Obama

Japan's new premier Shinzo Abe will meet U.S. President Barack Obama this week for the first time since taking power, seeking to breathe new life into a key alliance at a time of heightened tensions across Asia.

Abe will be keen to get the reassurance of strong U.S. support on a visit to Washington that comes amid an escalating row with China over disputed islands, and in the same month that North Korea carried out its third nuclear test.

While Abe is the fifth Japanese premier that Obama will have met as U.S. president, he has struck a starkly different tone to his predecessors, pledging to make the alliance his top foreign policy priority.

In an interview with The Washington Post before the trip, Abe said that a tighter alliance with the United States would send a message to Beijing in a tense row over islands in the East China Sea.

"It is important for us to have them recognise that it is impossible to try to get their way by coercion or intimidation," Abe said.

"In that regard, the Japan-U.S. alliance, as well as the U.S. presence, would be critical."

Territorial tensions spiked in September when Tokyo nationalized some of the disputed chain, setting off huge protests across China and a consumer boycott of Japanese brands that hurt exporters as Abe's government tries to stoke growth in the world's third-largest economy.

"Top on their agenda will be to reaffirm the Japan-U.S. alliance that was badly strained by DPJ administrations," said Tomoaki Iwai, political science professor at Nihon University, referring to the now-ousted Democratic Party of Japan, which ruled for three years.

Washington insiders say the White House will be continuing to urge cool heads over the Tokyo-controlled Senkakus, which Beijing claims as the Diaoyus, in the hope the neighbours can find some way to pull back from their zero-sum game of diplomatic jockeying.

Abe, whose Liberal Democratic Party (LDP) swept to victory in December, has in mind a plan to boost military cooperation across the Pacific.

He has long argued that Japan needs to reinterpret its pacifist constitution to permit "collective defense", and allow its soldiers to use force to protect U.S. troops in need, Iwai of Nihon University said.

Japan's leaders have traditionally only allowed Japanese soldiers the right to self-defense, even if that means leaving U.S. counterparts in danger on the same battlefield.

Abe's slant on the issue is welcomed by many in Washington, who have long called for Japan to pull more of its own weight in a very one-sided security alliance.

The allies are keen to work together in the international response to North Korea's nuclear and missile provocations.

But the global community needs Beijing onside and the still-churning spat over the ownership of the disputed archipelago, which has seen Chinese and Japanese battleships eyeing each other up, is something of a distraction.

Also on the agenda will be Japanese purchases of shale gas and the Trans Pacific Partnership (TTP), a huge free trade project Washington is driving, which it wants Tokyo involved in, despite the objections from Japan's powerful and cosseted farming lobby.

Abe's hands are tied somewhat as he faces crucial upper house elections in July that he must win if he is to have the momentum to drive through any substantial reforms.

Elsewhere, the Americans would also like progress on Japan's ratification of the Hague Convention, a treaty aimed at returning children abducted by one parent who flees abroad after the breakdown of an international marriage.

Japan is the only major industrialized nation that has not signed the 1980 convention, despite years of promises.

But, say diplomatic sources, any agreements will remain firmly behind closed doors.

"There will be no big take away from this," said one diplomat. "It's going to be a chance for the two men to get acquainted."

UN: Afghan civilian death toll down 12 percent

KABUL, Afghanistan (AP) ? The U.N. mission in Afghanistan says airstrikes by the U.S.-led coalition killed 126 civilians last year, a nearly 50 percent drop from the year before.

Tuesday's report comes a day after President Hamid Karzai banned Afghan forces from asking for air support amid anger over the killing of five children, four women and a man in a strike last week.

The report says the overall civilian death toll in 2012 dropped 12 percent to 2,754. But it expressed concern about a spike in targeted killings and human rights abuses, a worrisome trend as the U.S. and allies prepare to withdraw combat troops by the end of 2014.

The report also says the Taliban and other insurgents increasingly targeted civilians and were responsible for 81 percent of civilian casualties last year.

Marco Rubio trashes President Obama's immigration plan as DOA

That didn't take long. A few hours after President Obama proposed an immigration plan, Florida Sen. Marco Rubio trashed it.

How much of this is real, and how much political posturing?

Washington, D.C. - U.S. Senator Marco Rubio (R-FL) issued the following statement regarding new details about President Obama?s immigration plan, as first reported by USA Today.

?It?s a mistake for the White House to draft immigration legislation without seeking input from Republican members of Congress. President Obama?s leaked immigration proposal is disappointing to those of us working on a serious solution. The President?s bill repeats the failures of past legislation. It fails to follow through on previously broken promises to secure our borders, creates a special pathway that puts those who broke our immigration laws at an advantage over those who chose to do things the right way and come here legally, and does nothing to address guest workers or future flow, which serious immigration experts agree is critical to preventing future influxes of illegal immigrants.

?Much like the President?s self-described ?stop gap? Deferred Action measure last year, this legislation is half-baked and seriously flawed. It would actually make our immigration problems worse, and would further undermine the American people?s confidence in Washington?s ability to enforce our immigration laws and reform our broken immigration system.

?If actually proposed, the President?s bill would be dead on arrival in Congress, leaving us with unsecured borders and a broken legal immigration system for years to come.?

Europe still strong in papal conclave despite church shift to Global South

After Pope Benedict?s papacy of almost eight years, the cardinals who will elect the next Catholic pontiff are more European, more conservative and more ?Roman? than the conclave that chose him in 2005.

Benedict has handpicked more than half the men who will elect his successor. The rest were chosen by the late Pope John Paul, a Pole with whom the German pope shared a determination to reassert a more orthodox Catholicism in the new millennium.

Those two popes made sure any man awarded a cardinal?s red hat was firmly in line with key Catholic doctrine supporting priestly celibacy and Vatican authority and opposing abortion, women priests, gay marriage and other liberal reforms.

Benedict has also stiffened the Church?s missionary spirit by creating a Vatican department for what is called the New Evangelisation, a drive to spread the faith more vigorously.

With a conservative doctrine assured, cardinals and officials of the Vatican bureaucracy, or Curia, told Reuters the focus now revolves around other issues such as a candidate?s age, nationality and the qualities he can bring to the office.

?The main issue is whether we want a longer papacy or not,? said Cardinal Kurt Koch, 62, head of the Vatican department for Christian unity and relations with Jews. As for the man himself, he said, ?I can imagine a Latin American or African pope.?

Cardinal Theodore McCarrick, the retired archbishop of Washington, said the new pope must first of all be able to communicate the Church?s message, especially to the young.

?You don?t necessarily need a rock star, but you need someone who can talk to young people,? said McCarrick, 82, who has passed the age ceiling of 80 and cannot vote this time.

?But he must be able to keep the shop at home working and moving along and that?s not easy,? he added, referring to the need for better management of the 22, often disorganized Curia departments which run the 1.2 billion member Church.

BENEDICT?S MAJORITY

There is no front-runner among potential candidates, making this a much more open race than the last closed-door conclave dominated by then Cardinal Joseph Ratzinger, who became pope.

The 85-year-old Benedict, the first pope to retire in 700 years, will step down on February 28. The 117 cardinals eligible to elect his successor, and from whose number the new pope will come, will enter the Sistine Chapel for the conclave, expected to start by mid-March and last several days.

The age ceiling and maximum number of 120 electors for a conclave means popes can name new cardinals as older ones pass their 80th birthday. Benedict has named 67 of the electors this time, or 57.3 percent of the elite group.

That is close to the two-thirds majority needed to elect the next pope.

?It?s quite extraordinary that he?s been able to create this majority in eight years,? said Robert Mickens, Vatican correspondent for the British Catholic weekly The Tablet.

Apart from being more conservative than their predecessors in the decades after the reforming 1962-1965 Second Vatican Council, he said, there was no clear identikit for these men.

Some are charismatic preachers, such as Manila?s 55-year-old Cardinal Luis Tagle, while others like New York?s Cardinal Timothy Dolan, 63, have taken an active role in debating moral issues in public. Others are more retiring or scholarly.

One senior cardinal, who asked not to be named, said many of Benedict?s appointments as cardinals and bishops were more conservative than the faithful they were named to lead.

?I?m scared about it because we?ll lose our people if we go too far to the right,? he said. ?If we sound more like conservative politicians than Christian leaders, that?s bad for the Church.?

U.S. Catholics, for instance, have been divided over the stand taken by Dolan against parts of President Barack Obama?s health care reform concerning contraceptive cover for women, while some Belgian bishops have distanced themselves from Brussels Archbishop Andre-Joseph Leonard?s conservative views.

ITALIANS AND THE OTHERS

Of the 117 electors, a slim majority of 61 are from Europe, compared to 58 in 2005. Italy, the largest national group, will have 28 this time, up from 20 in 2005.

Only nine of those are archbishops in Italian cities. The rest are officials in the Italian-dominated Curia, whose group has grown to 39 electors in the conclave, 11 more than in 2005.

The Curia often forms a generally cautious and centralized ?Roman? faction that can include foreign prelates working there.

Curia cardinals from developing countries often become ?Roman? over the years and see the world more from the Vatican viewpoint than that of their far-away homelands where local concerns can figure higher.

The predominance of Italians and Curia officials named cardinal early last year led to criticism that Cardinal Tarcisio Bertone, Benedict?s deputy, was trying to pack the College of Cardinals with his countrymen and fellow Vatican officials.

?The Church is almost half Latin American, but no sitting bishop from there was named,? the senior cardinal said, referring to followers of the Roman Catholic Church. ?Some felt it was a conspiracy not to elect a Latin American pope.?

Bertone, 78, has denounced reports of Vatican intrigues as ?an attempt to sow division that comes from the Devil? and accused journalists who write about them of trying to imitate Dan Brown, author of the best-selling novel ?The Da Vinci Code.?

At his penultimate Sunday address at the weekend, Benedict thanked the crowed in several languages but made the only specific reference to his upcoming resignation in Spanish.

CHANCES FOR NON-EUROPEANS

While 42 percent of the world?s Catholics live in Latin America, the region has only 19 electors, up from 18 in 2005. Brazil, the world?s largest Catholic country, has five times as many faithful as Germany, but one less elector.

Africa has gone down by one elector to 11 while Asia has stayed at 11. Oceania ? Australia, New Zealand and the Pacific islands ? has one elector compared to two last time.

Working in Rome can be an advantage, but is not always.

Ghana?s Peter Turkson, 64, the genial head of the Vatican department for peace and justice, represents Africa to cardinals who want a non-European pope while his Roman experience reassures those worried about a pontiff from overseas.

Cardinal Leonardo Sandri, 69, is a classic ?Roman.? Born and raised in Argentina, the son of Italian immigrants has spent his adult life in the Curia or Vatican diplomatic service, making him well connected there but little known to cardinals outside.

Cardinal Marc Ouellet, 68, a kind of staff manager as head of the Vatican Congregation for Bishops, has a dry image but is ?tri-continental?. An intellectual Canadian theologian working in Rome, he has long experience in Latin America.

BENEDICT?S SHADOW

Cardinals will be watching Benedict between now and his resignation for any hints he might drop about a successor.

His decision to resign because of his failing health clearly points to the need for a relatively younger man, probably in his 60s. Benedict was 78 when he was elected.

The pope has said nothing about Church teachings but his decision to stay in a renovated convent not far from his old papal apartment might weigh on cardinals casting their ballots under Michelangelo?s imposing painting of The Last Judgment.

?Just by being alive, he can influence the succession so that it continues along this path,? Mickens said. ?Would the cardinals Benedict created feel free enough to appoint someone who would change the direction of the Church? I don?t think so.?

Benedict?s papacy was rocked by revelations that priests had sexually abused children in Europe and the United States, mostly before his time in office. The Vatican has apologized for abuse in the Church and put new rules in place to prevent it but said the leadership cannot be held responsible for individual acts.

No Church leaders have suggested changing this approach or for the ban on women priests to be lifted, but some in Europe have proposed greater acceptance of homosexuals and a review of the ban on communion for divorced and remarried Catholics.

Some bishops have also backed the idea of ordaining older married men to help deal with a shortage of priests. These suggestions fell on deaf ears during Benedict?s papacy.

One senior Curia official, who asked not to be named, said speculation about any cardinal?s chances because of his age or passport overlooked a key element in a papal election.

?Don?t forget the catholicity, the universality, of the Catholic Church,? he said. ?The cardinals will be thinking about the best man for the job, not necessarily finding a geographical balance or someone different from the last pope.?

?There is a lot of continuity in the Church,? he said, before adding: ?But you can never predict what happens at a conclave.?

CBS quarterly profit rises on advertising, cable fees

(Reuters) - CBS Corp reported a higher profit for the fourth quarter on Thursday, boosted by political advertising at its flagship broadcast network and higher affiliate and subscription fees at cable channels.

Net earnings rose to $393 million, or 60 cents a share, from $370 million, or 55 cents a share, in the year-ago quarter. Revenue rose 2 percent to $3.61 billion.

On an adjusted basis, CBS reported earnings of $414 million, up from $377 million a year earlier. Adjusted earnings per share reached 64 cents, the company said.

Content licensing and distribution revenue fell 7 percent from a year earlier, primarily due to the timing of payments for online streaming of CBS shows, the company said.

CBS also announced plans to repurchase an additional $1 billion of its Class B common stock in 2013, a near doubling of its earlier buyback commitment.

CBS shares fell 1.7 percent to $42.20 in after-hours trading, down from their close at $42.94 on the New York Stock Exchange.

Consumer sentiment improves in February on job outlook

NEW YORK (Reuters) - Consumer sentiment improved in February, buoyed by signs of increased hiring, though worries heightened about a decline in future income, a survey released on Friday showed.

The Thomson Reuters/University of Michigan's preliminary reading on the overall index of consumer sentiment rose to 76.3 from 73.8 in January, topping economists' forecasts of 74.8.

The barometer of current economic conditions rose to 88 from 85, while the gauge of consumer expectations rose to 68.7 from 66.6.

Households with incomes below $75,000 were among the most optimistic, "with expected gains in employment more than offsetting declines in after-tax incomes due to the end of the payroll tax cut," survey director Richard Curtin said in a statement.

U.S. employment grew modestly in January and job gains for the prior two months were larger than first reported.

However, expectations for inflation-adjusted incomes were more negative in early February than they were in 1980, when prices were increasing at double-digit rates, the survey showed.

That, Curtin said, was because "even the current low rate of inflation is dramatically higher than the zero growth rate expected for household income."

The most recent Labor Department data showed U.S. consumer prices rose 1.7 percent in the year to December.

One-year inflation expectations held steady at 3.3 percent, while the survey's five-to-10-year inflation outlook rose to 3.0 percent from 2.9 percent.

Commander denies SEAL's claim made in Esquire

The commander of the Naval Special Warfare Command denies allegations made in an Esquire feature article that the SEAL team member who claims he first shot Osama bin Laden was left in the dark about what benefits were available to him after he left the service.

"This former SEAL made a deliberate and informed decision to leave the Navy several years short of retirement status," Rear Adm. Sean Pybus, commander of Naval Special Warfare Command, wrote in a statement. "Months ahead of his separation, he was counseled on status and benefits, and provided with options to continue his career until retirement eligible. Claims to the contrary in these matters are false."

Pybus said he is "very disappointed with the few people who use their SEAL cachet for self-serving purposes, particularly through falsehoods and certainly when the safety and security of themselves and their active-duty teammates and families are put at risk."


However, he said the Navy will help the former SEAL "address health or transition issues, as we would for other former members."

"Naval Special Warfare has bright and motivated people engaged in difficult, but satisfying work. They are very familiar with their compensation and options," he wrote.

On Wednesday, during his final press conference, outgoing Secretary of Defense Leon Panetta also spoke out about the Esquire article -- which he acknowledged he did not read -- by saying there are service members engaged in acts of bravery every day.?

Panetta cited former Staff Sgt. Clinton Romesha, the newest recipient of the Medal of Honor. "This kid is out there in the middle of nowhere with 300 Taliban charging him, and he's tremendously courageous and tremendously brave in taking them on and saving not only his fellow soldiers, but ultimately saving that base. Acts of that kind of bravery and courage go on often every day in a war zone."

Panetta said it's "difficult to think" that everybody "who performs in that kind of fashion" ought to get a "separate fund to try to assist them." He added that "the reality is, men and women in uniform put their lives on the line every day to sacrifice for this country."?

The SEAL in question, identified as "The Shooter" in the Esquire article, said he feels abandoned by the military.

In the article, titled "The Man Who Killed Osama bin Laden ... Is Screwed," he described the killing of bin Laden by SEAL Team 6 in detail and also talked about his struggles to find work and protect his family since retiring in September, four years short of pension eligibility.?

Poland Spring could get bump from Rubio sip

It caught everyone by surprise, including the water bottle brand that suddenly found itself the unexpected beneficiary of a prominent product placement during a major political event broadcast live on national TV.

Tuesday night, in the middle of delivering the Republican rebuttal to President Obama's State of the Union Address, Florida Senator Marco Rubio slipped. Or sipped, rather. As the world watched, Rubio dodged off to the side of the camera, took a slug from a half-pint Poland Spring bottle, and continued reading from the teleprompter.

Social media quickly lit up with posts and tweets mocking Rubio, and the inevitable wave of animated gifs and captioned photos soon followed. In an instant, Marco, and Poland Spring, became a meme.

While many brands would have salivated for a chance to be part of the national conversation in this way, and spend big bucks on hiring viral marketing experts to artificially stoke buzz, for Poland Spring it was a drop in the bucket.

"It would be nice if all of the enthusiastic response resulted in a sales bump," said Jane Lazgin, spokesperson for Nestle Waters, which owns Poland Spring. Lazgin didn't have figures available but said that their marketing office was "of course" monitoring all the hype.

Americans spend more than $100 billion a year on bottled water, with 54 percent of the population drinking it. With 4.5 percent growth last year, there's plenty of cash in the water.

So far the water bottler's response to being unexpectedly thrust into the national political limelight has been as cool and calm as the image of a Maine forest on its packaging. It wasn't until Wednesday afternoon that the brand posted on its Facebook wall a picture of a Poland Springs bottle looking at itself in an actor's makeup mirror. The caption read, "Reflecting on our cameo. What a night!"

In fact, the brand is so relaxed when it comes to social media that its Twitter account hasn't sent out a message since 2010. Lazgin says the bottled water company "listens and monitors" on all social media tools, but "Facebook is our way -- and it's worked well -- to build and engage with customers."

Contrast that attitude to the speediness of another food-maker, Oreo, which, while the lights were still out, grabbed onto buzz during the Super Bowl blackout by tweeting out a photo with the caption, "You can still dunk in the dark." It garnered numerous retweets, as well as plaudits from other marketers for reacting in real-time.

For his part, Rubio took the gaffe in stride, tweeting a photo of the famous bottle of water and telling Good Morning America on Wednesday morning, ?God has a funny way of reminding us we?re human.? Late Wednesday he tweeted that he had gained 13,000 new followers since delivering his remarks and vowed to "start drinking #water in the middle of all of my speeches!"

Unexpected blips like these provide an opportunity for brands to catch a wave off the chatter and get a leg up on in the marketplace. Though the images on their bottles evoke gentle brooks and restful nature scenes, the bottled water industry is red with fierce competition.

"People are passionate about the water they drink," said Sebastian Rusk, CEO of Social Buzz TV, based in Miami, Fla. "Maybe I hate Fiji water and all of a sudden, thanks to a little comedy, Poland Spring is a brand I can relate to." That can change consumer brand preferences and drive sales.

Even though it's a political story, dipping into this conversation wasn't risky for Poland Spring as Marco Rubio is "totally fair game," said Rusk. "People don't like him or not like him based on his politics," so poking a little fun at him carries little risk of backlash.

"He needed refreshment and Poland Spring was there for that moment," said Lazgin. Which is understandable, she said, as "Water is the beverage of choice for Americans."

The bill would have required that ISPs make their networks surveillance-ready without the use of warrants, which of course in intelligence land means the carriers have been handing over this data without warrants for years. A new bill, C-55, would legally allow warrantless data acquisition only "in relatively rare, urgent situations."

Obama urges Congress to make government work for "the many"

WASHINGTON (Reuters) - U.S. President Barack Obama challenged a divided Congress on Tuesday to raise the minimum wage and make government work for "the many" in a State of the Union speech focused on economic fairness for the middle class as the Democrat takes a more assertive tack in his second term.

Looking to use momentum from his re-election victory last November, Obama vowed to turn much of his attention toward economic troubles like the 7.9 percent unemployment rate, an issue that dogged his first four years as president.

While he offered few concessions to Republican demands for spending cuts, Obama backed higher taxes for the wealthy and a $50 billion spending plan to create jobs by rebuilding degraded roads and bridges.

Obama outlined plans to withdraw 34,000 of the 66,000 U.S. troops in Afghanistan over the next year and called anew for action on immigration reform at home.

In the most emotional moment of the hour-long speech, Obama urged Congress to ban assault weapons and take other gun control measures. Victims of recent shootings like the school massacre in Newtown, Connecticut, looked on, some choking back tears.

But the central emphasis of his speech was to "build new ladders of opportunity" for the middle class.

"It is our unfinished task to make sure that this government works on behalf of the many, and not just the few," Obama told hundreds of lawmakers, Cabinet officials and dignitaries gathered before him in the well of the House of Representatives.

His address to a joint session of Congress came in the midst of yet another bitter battle with Republicans over taxes and spending, and this tussle cast a heavy shadow over his appearance.

Even as Obama spoke, House Speaker John Boehner, the top Republican in Congress, accused him of offering "little more than the same stimulus policies that have failed to fix our economy and put Americans back to work."

Boehner's comments came in a statement that was issued while Obama was still delivering his address and the speaker was sitting behind him, at times scowling. "The president had an opportunity to offer a solution tonight and he let it slip by," Boehner said in his statement.

NARROW WINDOW OF OPPORTUNITY

The clock is now ticking on Obama. He has about a year to get his legislative priorities enacted before Americans shift attention to the 2014 congressional elections.

Obama reserved his toughest words to urge a resolution to a festering budget battle that will result in automatic, deep spending cuts known as "sequestration" at the end of the month unless a deal can be reached.

Americans, he said, do not expect government to solve every problem, "but they do expect us to put the nation's interests before party. They do expect us to forge reasonable compromises where we can."

Many of his proposals may face a difficult path getting through Congress. He proposed raising the U.S. minimum wage for workers from $7.25 to $9 an hour. Republicans typically oppose increases in the minimum wage out of worry it will prompt businesses to fire workers.

He backed a $50 billion program to fund infrastructure rebuilding projects like fixing aging bridges, but many Republicans are adamantly against such stimulative government spending after Obama's first-term $787 billion stimulus did not lead to a dramatic reversal in the unemployment rate.

"Our economy is adding jobs, but too many people still can't find full-time employment," he said. "Corporate profits have rocketed to all-time highs, but for more than a decade, wages and incomes have barely budged."

Obama said that to offset the cuts he would like to raise $800 billion in revenue by eliminating tax loopholes enjoyed mostly by the wealthiest Americans.

It is a proposal Boehner backed before he reluctantly agreed instead to higher income tax rates on the richest to avert a fiscal crisis at the end of 2012. Republicans are in no mood for more tax increases and want spending cuts instead.

Florida Senator Marco Rubio, a rising Republican star who could run for president in 2016, accused Obama of being too fond of big government.

"I hope the president will abandon his obsession with raising taxes and instead work with us to achieve real growth in our economy," Rubio said in the formal Republican response to Obama's speech.

GUN REGULATIONS

Creating an emotional ending to his speech, Obama called on Congress to vote on measures to expand background checks, prevent gun trafficking, ban assault weapons and limit the size of magazines, saying victims deserved to have their elected officials vote on the proposals.

"They deserve a vote," Obama said, calling out the names of communities scarred by massacres, Newtown, Aurora, Oak Creek, Tucson, Blacksburg. "They deserve a vote."

Obama and Vice President Joe Biden have been trying to build public support for gun control after 20 children were shot in their school in Newtown, a day Obama has described as the worst of his presidency.

But they face an uphill battle against a powerful pro-gun lobby and a strong U.S. tradition of hunting and gun ownership. The right to bear arms is guaranteed to Americans in the U.S. Constitution.

Obama urged lawmakers to approve over the next few months an overhaul of immigration laws to permit a pathway to citizenship for some 11 million illegal immigrants. Republicans who saw Hispanics overwhelmingly vote for Obama over Republican challenger Mitt Romney last November are more open to new immigration rules but want stronger border security first.

In a nod to Republican worries over what they see as out-of-control government spending on entitlement programs for the elderly and poor, Obama said he would back efforts to reduce healthcare spending by the same amount over a decade as proposed by a bipartisan commission whose recommendations he had rejected.

Saying the 12 hottest years on record have taken place in the last 15, Obama vowed to take action to confront climate change through presidential executive orders unless Congress enacts legislation.

While heavily focused on domestic policies, Obama's speech had some crucial foreign policy elements.

He outlined steps to unwind U.S. involvement in the unpopular 11-year-old Afghanistan war and plans to announce that 34,000 of the 66,000 U.S. troops still there will return by early 2014.

He did not give details of what sort of residual American presence might remain in Afghanistan after 2014, when the U.S. withdrawal is supposed to be complete.

Obama's speech came a day after North Korea conducted its third underground test of a nuclear device in response to what it called U.S. hostility.

"Provocations of the sort we saw last night will only isolate them further, as we stand by our allies, strengthen our own missile defense and lead the world in taking firm action in response to these threats," he said.

Obama said the United States would enter into negotiations with the European Union aimed at reaching a transatlantic free trade agreement.

Artificial atoms allow for magnetic resonance on individual cells

Researchers from the Institute of Photonic Sciences (ICFO), in collaboration with the CSIC and Macquarie University in Australia, have developed a new technique, similar to the MRI but with a much higher resolution and sensitivity, which has the ability to scan individual cells. In an article published in Nature Nanotech, and highlighted by Nature, ICFO Prof. Romain Quidant explains how this was accomplished using artificial atoms, diamond nanoparticles doped with nitrogen impurity, to probe very weak magnetic fields such as those generated in some biological molecules.

The conventional MRI registers the magnetic fields of atomic nuclei in our bodies which have been previously excited by an external electromagnetic field. The collective response of all of these atoms makes it possible to diagnose and monitor the evolution of certain diseases. However, this conventional technique has a diagnostic resolution on a millimetric scale. Smaller objects do not give enough signal to be measured.

The innovative technique proposed by the group led by Dr. Quidant significantly improves the resolution at the nanometer scale (nearly one million times smaller than the millimeter), making it possible to measure very weak magnetic fields, such as those created by proteins. "Our approach opens the door for the performance of magnetic resonances on isolated cells which will offer new sources of information and allow us to better understand the intracellular processes, enabling noninvasive diagnosis," explains Michael Geiselmann, ICFO researcher who conducted the experiment. Until now, it has only been possible to reach this resolution in the laboratory, using individual atoms at temperatures close to the absolute zero (approx. -273 degrees Celsius.)

Individual atoms are structures that are highly sensitive to their environment, with a great ability to detect nearby electromagnetic fields. The challenge these atoms present is that they are so small and volatile that in order to be manipulated, they must be cooled to temperatures near the absolute zero. This complex process requires an environment that is so restrictive that it makes individual atoms unviable for potential medical applications. Artificial atoms used by Quidant and his team are formed by a nitrogen impurity captured within a small diamond crystal. "This impurity has the same sensitivity as an individual atom but is very stable at room temperature due to its encapsulation. This diamond shell allows us to handle the nitrogen impurity in a biological environment and, therefore, enables us to scan cells" argues Dr. Quidant.

To trap and manipulate these artificial atoms, researchers use laser light. The laser works like tweezers, leading the atoms above the surface of the object to study and extract information from its tiny magnetic fields.

The emergence of this new technique could revolutionize the field of medical imaging, allowing for substantially higher sensitivity in clinical analysis, an improved capacity for early detection of diseases, and thus a higher probability for successful treatment.

Nowadays, as the disappointing Black Raven/Ravenswood action taught us, the USPTO considers each of these classes ?related products? and that a mark in one class will likely cause confusion with the same mark in another class. So, if you find a wine or liquor brandishing your name ? it is best to look elsewhere.?

By law, you are entitled to file a total of five (5) individual six (6) month extensions (a total of 30 months) to show the USPTO that you are indeed selling a product using the mark in interstate commerce (better find your favorite over the border store!).

And now for my best advice. This advice can save you thousands of dollars someday ? and lawyers might hate me for it. ?If you have a dispute over a mark that you want to use, or that you currently own, here is what you do: TALK. DON?T SUE. The brewery community is a tight one, even though it continues to grow every day. By simply shooting an email to someone who has a potential right in the mark ? or a potentially conflicting use ? you can save thousands of dollars, months of time, and respect in the brewery community. Heck, some breweries have even turned these conversations into a collaborative, and very profitable, brew.

There is a time to file a lawsuit to enforce your trademark rights ? and it is nowhere near the time you first learn of a potential problem. ?Breweries are pulling the trigger on a legal letter from their lawyers way too early these days. There is always an?opportunity?to resolve the dispute well before the letter goes out. Once the legal letter goes out, you immediately put the recipient on the defensive. So please offer an olive branch first, before you pull out the guns.

Your attorney should be more than willing to help you come up with the right words to say in your initial discussion ? it just does not have to come on their letterhead.

G7 fires currency warning shot, Japan sanguine

LONDON/TOKYO (Reuters) - Group of Seven nations reiterated their commitment on Tuesday to market-determined exchange rates and said fiscal and monetary policies must not be directed at devaluing currencies.

The intervention follows a round of rhetoric about currency wars, prompted largely by Japan's new government pressing for an aggressive expansion of monetary policy, which has seen the yen weaken sharply as a result.

The statement said the G7 powers - the United States, Britain, France, Germany, Japan, Canada and Italy - had agreed to consult closely on exchange rates which if allowed to move in a disorderly fashion could hurt economic and financial stability.

"We reaffirm that our fiscal and monetary policies have been and will remain oriented towards meeting our respective domestic objectives using domestic instruments, and that we will not target exchange rates," said the statement, released by Britain which chairs the G8 (G7 plus Russia) forum this year.

Despite that, there is little suggestion that Tokyo is going to come under serious pressure when G20 finance ministers and central bankers meet in Moscow at the end of the week, not least because the United States is indulging in similar policies.

Japanese Finance Minister Taro Aso welcomed the statement, saying it recognized Tokyo's policy steps were not aimed at affecting foreign exchange markets.

"It was meaningful for us as (the G7) properly recognizes that steps we are taking to beat deflation are not aimed at influencing currency markets," Aso told reporters.

U.S. Treasury official Lael Brainard said on Monday that while competitive devaluations should be avoided, Washington supported Tokyo's efforts to reinvigorate growth and end deflation.

The dollar edged up to 94.21 yen, from around 94.16 yen before the statement was issued.

WORDS NOT ACTION

U.S. and European officials have been concerned about comments from Japanese officials that suggest Tokyo is targeting a specific level for the yen.

Last week, France went as far as calling for a medium-term target to be set for the euro out of concern the exchange rate had become too strong. Berlin rejected that suggestion and said it did not view the currency as being overvalued.

French Finance Minister Pierre Moscovici made little headway at a meeting of euro zone finance ministers on Monday.

Since late last year, the euro has climbed more than 10 cents from below $1.27 before subsiding in recent days after European Central Bank chief Mario Draghi indulged in a bit of gentle verbal intervention, saying he would monitor the impact of a strengthening currency.

The U.S. Federal Reserve and Bank of Japan are expanding their balance sheets rapidly by printing money, while the ECB's balance sheet is tightening, partly due to banks paying back early cheap money the central bank doled out last year.

All else being equal, that could drive the euro yet higher, the last thing a struggling euro zone economy needs.

Any pain will be just as acute in emerging markets.

As newly minted cash pours into developing economies in search of higher yields, either their exchange rates will rise, making exports less competitive, or they will have to cut interest rates and/or intervene to hold down their currencies.

That could fuel credit and asset price booms that sow the seeds of inflation.

Brazilian Finance Minister Guido Mantega told Reuters last week that it could get even worse if Europe joins the fray.

Lady Gaga tweeted her fans with disappointing news: The next four concerts in her "Born This Way Ball" tour will be rescheduled for an unknown future date.

A Tuesday news release says performances set for Feb. 13-14 in Chicago, Feb. 16 in Detroit and Feb. 17 in Hamilton, Ontario, Canada, have been postponed.

Gaga?took to Twitter to explain, saying she injured herself during a performance some time ago and her condition has worsened, leaving her immobile following Monday's concert in Montreal. She's been hiding the injury from her staff, but can no longer perform.

"I've been hiding a show injury and chronic pain for sometime now, over the last month it has worsened," she wrote. "I've been praying it would heal".

Neither?Lady?Gaga?nor the news release specifies what the injury is. The remainder of the "Born This Way Ball" tour is expected to continue on schedule, beginning with a two-night stand in Philadelphia on Feb. 19-20. Makeup dates for the missed shows will be announced later.
